- 1/2 cup all-purpose flour
- 1/3 cup potato starch
- 1/2 teaspoon baking powder

- 1/2 teaspoon cayenne pepper
- 1/2 teaspoon five spice powder
- 3/4 cup cold sparkling water
- Neutral oil (for frying)

Instructions
